How the Golden Visa works, the AED 2M threshold, and the residency routes attached to property. What qualifies and what it covers.

Short answer. AED 2 million in property value, aggregate across one or more properties. The threshold has been unchanged since 2022. Mortgaged property qualifies with no minimum equity since January 2024, and off-plan qualifies subject to developer and authority conditions. Government fees run roughly AED 10,000 to 15,000 for the main applicant.

AED 2 million. That figure has not moved since 2022, whatever you read.

Aggregate, not per property. GDRFA’s wording is “a property or a group of properties with a total value of no less than AED 2 million.” The Dubai Land Department says the same: single or multiple properties. Valuation can be done by a DLD-approved valuer, so if you bought below AED 2m and the market has moved, a current valuation may get you there.

Mortgaged property qualifies, with no minimum equity. This is the change most people have not caught up with. Until January 2024 you needed AED 1m paid or 50% equity. That requirement was abolished. Now only the AED 2m property value matters. You will need a no-objection letter from a UAE bank, and GDRFA registers a lien on the property to keep ownership in place for the visa term. If anyone points you to a “February 2026 circular” on this, check it carefully. I could not find any such instrument, and the substance they are describing is the January 2024 change.

Off-plan. Eligible in principle since 2022, with the Oqood certificate serving as proof of title. ICP’s own eight-step guide from July 2025 says off-plan qualifies at AED 2m or more, purchased from approved UAE developers with evidence of payment. Be aware that some reporting has described stricter conditions, a 50% down payment or bank guarantee and 50% completion, and that I could not find those conditions stated on any official page. Treat off-plan eligibility as real but case-dependent, and confirm with GDRFA or DLD for your specific project rather than taking a developer’s word.

Cost. DLD publishes a breakdown totalling AED 9,884.75 for the ten-year permit: AED 4,020 DLD fees, AED 2,856.75 residency confirmation, AED 1,153 Emirates ID, AED 1,155 administrative, AED 700 medical. Realistically budget AED 10,000 to 15,000 all in for the main applicant, plus roughly AED 6,000 to 8,000 per dependent, plus mandatory health insurance. Processing is 5 to 10 business days at the government end, realistically two to four weeks door to door including medical and biometrics.

One honest inconsistency you should know about. ICP, GDRFA and DLD all describe the AED 2m property route as a 10-year residency. The u.ae government portal’s category table, last updated July 2026, says 5 years for real estate investments. The operational authorities that actually issue the visa say ten, and I believe the u.ae line is a stale entry from the pre-2022 framework. But it is a live contradiction on an official portal and you should verify for your own case rather than take my word or anyone else’s.

You must be physically in the UAE to apply, even though you did not need to be to buy. And you must retain the property for the visa to stay valid. GDRFA registers a lien to secure continued ownership across the residency period, so selling is not a free action: it removes the basis on which the permit was granted.

The 2-year investor visa changed significantly in April 2026. Dubai removed the AED 750,000 minimum for sole owners and set AED 400,000 per share for joint owners. Note that this came via a DLD-affiliated platform rather than a formal circular, which is worth knowing before you build a plan on it.
