Non-freehold areas in Dubai are regions where property ownership is restricted to UAE nationals and GCC citizens, with expatriates generally unable to purchase property outright. These areas are typically located in older parts of Dubai and include certain neighborhoods within Deira, Bur Dubai, and Karama. In non-freehold areas, expatriates may still live, but they usually do so under rental agreements or leasehold arrangements that do not confer ownership rights.
These areas are managed by the Dubai Municipality and are not open to foreign investment under the same terms as freehold areas, which are designated for foreign ownership. However, leasehold properties, typically available for up to 99 years, may be offered in some non-freehold areas, providing a long-term residence option without full ownership.
