Non-freehold areas are the parts of Dubai where only UAE and GCC nationals can own property outright. As an expat, you can live there, but you do it on a rental or leasehold basis, not with a title deed in your name.

These are mostly the older neighbourhoods: pockets of Deira, Bur Dubai, and Karama. They fall under Dubai Municipality and sit outside the freehold zones that were opened up to foreign buyers. What you can sometimes get is a leasehold, often up to 99 years, which gives you a long-term home without ownership passing to you. If your goal is to actually own the asset, you want a designated freehold area instead.
