Does Dubai Have Annual Property Tax? What Owners Actually Pay Every Year

No annual ownership tax, but the recurring costs are real: service charges, maintenance, and the housing fee via DEWA.

Direct Answer

No, Dubai does not charge an annual property tax the way many cities do. What you pay instead is the running cost of the
building and community, so service charges and maintenance, plus the housing fee. That housing fee is 5% of the annual
rental value, lands monthly on the DEWA bill, and is normally paid by whoever occupies the property.

Explanation

If you are coming from the UK, the US, or parts of Europe, you are probably braced for a yearly bill just for owning the
place. Dubai does not work that way. In the usual sense of a percentage of the property value charged every year, there
is no ownership tax.

Holding the property is not free, though, and this is where people get caught out. The recurring costs come from two
places.

1) Service charges on jointly owned buildings
For apartments and most communities, service charges cover the shared parts: security, cleaning, lifts, pools,
landscaping, building management, sometimes district cooling in the common areas. The Dubai Land Department (DLD) runs a
Service Charge Index where you can look up the approved, RERA-sanctioned charge for a specific project before you buy.

There is a legal default here too. The DLD holds the owner responsible for service and usage charges on jointly owned
property unless the lease says otherwise. It can be structured differently in a contract, but assume it falls to the owner.

2) Maintenance and real upkeep
Separate from service charges, you still pay for what goes wrong inside the unit: wear and tear, appliance replacements,
repainting, AC servicing, the occasional plumbing job. It never shows up on a purchase-fee checklist, but it quietly eats
into your net yield.

The housing fee via DEWA, and who pays it

The Dubai Municipality housing fee appears on the DEWA bill at 5% of the annual rental value, charged monthly. Because
it is billed to the DEWA account holder, the tenant pays it when the property is rented. If you live in the property
yourself, it can fall to you, usually calculated on the assessed rental value.

If you are modelling returns, treat service charges and maintenance as fixed deductions you cannot avoid, then work out
whether the housing fee sits with your tenant or with you based on who is living there.
